Travelling with a puppy younger than 3 months

You are officially not allowed to import a puppy younger than 15 weeks of age because of a valid rabies vaccination (get the Rabies vaccination at 12 weeks and then wait another 21 days).

So you are also not free to travel with a dog that does not yet have a valid rabies vaccination in certain countries within the EU.

This means that if, for example, you want to get a puppy from Belgium, the Netherlands or Italy while not living there, you officially have to comply with these rules.
This also means that if you want to travel to these countries on holiday you must also comply with these rules.
